                        FASSET – Financial and Accounting Services Sector Education and
                         Training Authority.

               1.12 National Skills Development Strategy (NSDS).
                       This strategy aims to equip unskilled people with an employable skill.
                       There is a special focus on training people with disabilities in order to make
                         them employable.
                       The Human Resources Development Strategy aims to develop and
                         improve skills of workers through workplace skills plans and to encourage
                         employers to use the workplace as a learning environment.
                       It emphasises partnerships between employers, public education
                         institutions, private training providers and SETAs.
                       It also emphasises youth training to alleviate unemployment.
                       It also aims at reducing inequalities based on race, class, gender and
                         disabilities. It focuses on the need to develop skills for rural development.
                       It aligns with government policies such as the New Growth Path led by the
                         Economic Development Department and the Industrial Policy Action Plan
                         led by the Department of Trade and Industry.
                       The NSDS encourages and supports cooperatives and small enterprises.

               1.13 Human Resources Development Strategy for South Africa.
                       This deals with human resources development involving preschool, school
                         and post-school education, as well as labour markets and industry.
                       The 2010 to 2030 strategies include:
                        Access to quality early childhood development.
                        Eradication of adult illiteracy.
                        People remaining in education and training until the age of 18 years.
                        People having access to employment-focused education and training
                         opportunities.
                        Equality in education and training in terms of race, gender, disability and
                         geographic location.
                        Both the employed and the unemployed have access to education and
                         training.

               1.14 The National Qualifications Framework (NQF).
                       This Framework provides for a system of credits that learners receive when
                         they complete learnerships.
                       It enables people to choose how they want to qualify for a career using
                         different paths and moving from one qualification to another.
                       It redresses past discrimination by giving those who did not have formal
                         education a chance to obtain a recognised qualification.
                       The NQF ten levels are:
